A basement can be considered "finished" when the entire level looks and functions similarly to the upstairs area. If your basement is currently unfinished, you'll need insulation, heat, an electrical system, finished floors, level ceilings, an accessible entrance, and finished walls. Any bedrooms down there should have a closet and an egress window to count as a bedroom. 

The heating and cooling system in a finished basement will have a permanently installed heating and cooling unit with a continuous power source, such as natural gas, electricity, an HVAC system, a permanent propane tank, or heating oil. The floors will need to be covered with an installed cover, such as tile, wood, or carpet. The walls and ceiling should be finished and insulated, especially here in the Hicksville, Syosset, Plainview, and East Meadow, NY area. Finally, a finished basement should have an entrance which is directly accessible and contiguous with the rest of the house. If the only entrance is through a basement-level door on the exterior of your home, it might still qualify as an unfinished basement. 

A finished basement can drastically increase your property value and increase your home's documented square footage, but you'll need to make sure it meets certain parameters.
